Mayor of Papillion Resigns

Papillion, NE - James Blinn, the mayor of Papillion, resigned his post with the city with 17 months left on his term.  But he is refusing to answer questions as to why he's stepping down.

Several sources say the sudden resignation could stem from a harrassment complaint.  But neither the city or police department have received a complaint.

Blinn released an initial statement that reads: "Matters have arisen that have prevented me from performing the duties of the Mayor in the way I think the job should be done."

When Action 3 News contacted him again, he told us he would not respond to questions about harassment or answer any media speculation about it.

He emphatically stated he's in private life now and is moving on.

Papillion's City Council President, David Black, will take over as acting Mayor.  He plans to stay in office until Blinn's term was to end in December of 2010.  Black will appoint his replacement on the City Council.
