Tonight a recount in Council Bluffs is over and Action Three News has learned the outcome is exactly the same as on primary night.  Embattled city councilman Darren Bates finished fifth.  The recount result means Bates will not advance to the general election in November.  The top four candidates will face off with two seats available.  Bates challenged the result from the last Tuesday's primary.  Back in May,  a jury acquitted the former Omaha Fire Captain of soliciting a prostitute.
